WHAT'S BrownField?
Itfs been more than 10 years since this term "brownfields" was first used in the United States. The definition of brownfields may vary depending on the country, since each country has its own sense of land values and land development policy. The followings are the definitions of brownfields, officially used in the U.S. and Europe. Soil contamination problems came to be viewed as social and economical issues as well as environmental issues in Japan. For the last several years, the concept of "brownfields" has gradually been introduced. However, the word has not been defined yet.

Definition in the U.S. iSmall Business Liability Relief and Brownfields Revitalization Actj
Real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

Definition in EuropeiConcerted Action on Brownfield and Economic Regeneration Network - CABERNETj
Brownfields are sites which:
have been affected by former uses of the site or surrounding land;
are derelict or underused;
are mainly in fully or partly developed urban areas;
require intervention to bring them back to beneficial use; and may have real or perceived contamination problems.
Why is ERS focusing on brownfields?
Soil contamination problems came to be viewed as social issues in Europe and the U.S. earlier than they were in Japan. Therefore, Europe and the U.S. have rich experience in investigation and measures for site contamination. But this does not mean that we will go through all the same experiences, since each country/culture has its own sense of land values. ERS believes that it is worth learning from their knowledge and experience to encourage future urban revitalization in our country, and that it is important to analyze the knowledge thus gained and consider its feasibility.
